DIA’s $975M Final RFP for Data Science Coming by Nov. 22: Top 20

The Defense Department plans to issue a five-year, $975 million, final request for proposal for its DORE-2 contract on Nov. 22, according to an agency announcement.

The Data Science, Operations, Requirements, Exploitation, and Engineering 2 (DORE-2) multiple-award contract is the topic of Bloomberg’s Top 20 Opportunities. The contract will primarily support Defense Intelligence Agency (DIA) efforts to develop scientific and technical capabilities by delivering analysis, data collection, operations, and acquisition activities. DIA will work with intelligence agencies, combatant commands, and other federal agencies to identify capabilities that will bridge gaps in data collection and operations across the federal government.

DORE-2 will provide advisory and assistance services in the following areas:

  • Support Area One: Collection Concept Development
  • Support Area Two: Collection Planning and Operations Support
  • Support Area Three: Data Sciences Support
  • Support Area Four: Technical Exploitation Support
  • Support Area Five: Internet of Things (IOT), Social Media & Open Source Support
  • Support Area Six: Application/Web/Collaboration Support
  • Support Area Seven: Program/Project Support
  • Support Area Eight: Rapid-Response SME Support
  • Support Area Nine: Academic/Industry Outreach and Innovation
  • Support Area Ten: Rapid Engineering and Prototyping Support
  • Support Area Eleven: Contract Project Management and Common Tasks

A more detailed description of the technology areas identified above is available in a classified format that DIA will provide to authorized companies. To receive the classified addendum, companies must have a Sensitive Compartmented Information Facility (SCIF) or a Joint Worldwide Intelligence Communications System (JWICS) equivalent account to receive it via classified email.

Responses to the draft RFP issued Nov. 4 are due by Nov. 20.

According to a list of potential vendors released on Oct. 23, companies such as Amazon Web Services, Booz Allen Hamilton Corp., CACI International Inc., General Dynamics, Northrop Grumman Corp., and Palantir Inc. have indicated interest in the DORE 2 contract.

What’s Ahead

The DIA is increasing the total value of the DORE-2 contract to $975 million, from $350 million on DORE. The current DORE contract is held by Booz Allen, CACI International, L3Harris, (formerly L-3 Data Tactics Corp.) and MDA Information Systems, according to a October 2015 report from Washington Technology. Due to the classified nature of the contract, no spending obligations are reported and no award announcement is available from the agency.
