He serves as chairman of the Commerce Committee’s Subcommittee on Communications, Technology, Innovation, and the Internet and chairman of the Finance Committee's Subcommittee on Taxation and IRS Oversight.

Cliff holds an M.B.A. from The McDonough School of Business at Georgetown University and a B.A. in Law and Society from the University of California, Santa Barbara.
