The U.S. National Institutes of Health (NIH) is planning to recompete a staffing contract providing scientific, technical, and other professional services according to a notice posted Nov. 10.

The incumbent on the Scientific, Technical, and Other Professional Support Services (STOPS) contract is Kelly Services Inc., which has booked $664 million in spending obligations under a $748 million total value contract since it began in fiscal 2018.

The requirement currently provides over 2,150 contract staff to the NIH. The scope of work includes “new and in-progress research projects, program deployment and implementation, and other activities necessary to conduct the business and fulfill the mission of NIHs biomedical research program” according to the notice.

NIH anticipates awarding a multiple award indefinite-delivery/indefinite-quantity type contract with an ordering period of five years beginning on or about April 2021. No set-aside type has been reported.

The final request for proposals is slated for release on Nov. 25.
