SOCOM’s T-REX Contract Going Extinct, But $750M Follow-On Coming (5187)

The U.S. Special Operations Command (USSOCOM), headquartered at MacDill Air Force Base in Florida, will be competing a follow-on to its intelligence, surveillance and reconnaissance equipment contract, Targeted Requirement Execution (T-REX), according to a presolicitation notice released Jan. 13. The new systems integration contract will be a multiple-award vehicle with a ceiling value of $750 million.
USSOCOM is looking for systems integrators to “provide Intelligence, Surveillance, and Reconnaissance (ISR) and Command, Control, Communication, and Computers (C4) related equipment solutions and related incidental services,” according to the notice. It plans an industry event in Tampa on Jan. 29-30.
The work will cover four areas:
- Systems integration.
- Hardware and modifications.
- Specialized communication solutions and networks.
- Signal processing capabilities.
The follow-on will be an indefinite delivery/indefinite quantity (IDIQ) contract, and competition will be full and open. One prime contract award may be reserved for the highest-rated small business bid received.
The government estimates a minimum of three and a maximum of six prime awards with various cost arrangements on the task orders, but the majority will be awarded on a firm-fixed-price basis. Most (90%), will be made on a lowest price, technically acceptable (LPTA) basis. There will be five one-year ordering periods according to the notice.
A draft request for proposal is expected on Jan. 21. Registrations for one-on-one sessions at the industry day are due Jan. 27.
The four incumbent contracts on T-REX are held by A-T Solutions Inc., Leidos Inc., OGSystems LLC and Barbaricum LLC. These contracts were awarded at the end of August 2015 and run through Sept. 30, the end of fiscal 2020 — although an extension is planned through December 2020. To date, the incumbents have collectively received about $425.6 million in obligations.
