Army Recompeting $800 Million Information Technology Contract

The U.S. Army on Nov. 21 released a request for proposal (RFP) for a contract for information system engineering and information technology support services. The contract has a potential total value of about $800 million and will include five awards, with up to two reserved for small businesses.

The RFP is for Total Engineering and Integration Services (TEIS IV), which replaces TEIS III, for the Army’s Information Systems Engineering Command (USAISEC). The work requires “planning, design, development, engineering, implementation, procurement, logistics, evaluation, test, sustainment, systems retirement, and ancillary services,” according to the RFP. The work will take place globally, including hostile environments, and some will be at the highest levels of security classification.

The Army plans a full and open competition, and contracts will be evaluated using best value. TEIS IV will be indefinite delivery/indefinite quantity (IDIQ) contracts with a five-year base and up to five one-year options with firm-fixed price and cost-plus-fixed-fee components.

TEIS III, which was awarded in 2011 and runs through July 2020, has a ceiling value of $892 million. Four companies, including NCI Inc.; General Dynamics Corp.;Science Applications International Corp.; and Leidos Holdings Inc. have earned a total of $401 million on the contract. NCI is the top vendor, with $219 million in obligations.

Proposals are due Dec. 30.
