Air Force Postpones Software Contract Valued at Estimated $1B

The U.S. Air Force is postponing the acquisition of software development services to support nuclear weapons strategic planning and nuclear command and control. The Air Force says the work would be valued at less than $1 billion.

The Facilitating Agile Contracts (FALCON) multiple-award contract (MAC) was planned to support the Rogue Blue Software Development Factory in Nebraska, one of the Air Force’s new coding centers. Because of potential delays to the “Rogue Blue software environment,” the Air Force is postponing the FALCON MAC acquisition, according to the Aug. 26 announcement.

The FALCON MAC requirement includes development, maintenance, sustainment and enhancement for the Integrated Strategic Planning and Analysis Network, Nuclear Command and Control software and systems, as well as additional work based on Agile development methods. The original May 23 sources-sought notice planned for an indefinite-delivery/indefinite-quantity MAC with an ordering period of five years, plus a four-year option.

Bloomberg Government estimated that the formal request for proposal (RFP) would be released sometime during October through December. The latest update provides no new information on a potential new RFP release date and didn’t mention any other changes to the initial notice.
