HHS Recompetes $347 Million Cybersecurity Contract

The Health and Human Services Department is competing a follow-on contract worth as much as $347 million to continue implementing the federal employee and contractor identification, authentication, and cybersecurity standards outlined in the Homeland Security Presidential Directive-12 (HSPD-12). Proposals are due May 15.

The scope of the contract — called the HSPD-12 Identity, Credential, and Access Management (ICAM) Systems Integration Support (SiS) — falls into two domains. Both domains aim to ensure that employees and contractors have credentials for access to HHS facilities and systems, including a smart card management system, logical access management system, public key infrastructure services, and physical access systems.

Domain 1 will be the mission critical piece of the contract, with a ceiling of $270 million and a focus on core services. Domain 2 will focus on ancillary services and be worth up to $77 million. There are nine service areas for the two domains, according to the performance work statement:

The solicitation is currently in the request for proposals (RFP) stage. Contractors should submit a response for each domain of interest by May 15. HSPD-21 ICAM SiS will be an unrestricted, multiple-award contract with a period of performance of five years. HHS expects to award the contract on July 12.

The predecessor contracts have been competed through the General Services Administration’s Schedule IT-70 and the National Institutes of Health Information Technology Acquisition and Assessment Center’s Chief Information Officer – Solutions and Partners 3 (CIO-SP3) contracts. Deloitte has held the contract since 2007, according to the performance work statement.

Bloomberg Government clients can use the Contracts Intelligence Tool for incumbent research to prepare responses for the solicitation. A keyword search shows that HHS has awarded Deloitte about $43 million for this work on 42 Schedule 70 and CIO-SP3 task orders since fiscal 2007.
