BGOV OnPoint: Government Shutdowns for Federal Contractors

Most work contracted out by federal agencies would halt during a government shutdown, which would only be averted if lawmakers pass a short-term funding measure before the Oct. 1 start of fiscal 2024.

When Congress can’t pass either all 12 full-year appropriations bills or a stopgap continuing resolution to provide short-term funding by Oct. 1, a funding lapse can occur and lead to a partial government shutdown. The most recent shutdown was in fiscal 2019.

There is no clear path to agreement on a CR before funding runs out Sept. 30.
