CIA Narrows Scope of $10B Draft RFP Cloud Contract: GovCon Flash

The CIA is narrowing its upcoming $10 billion cloud contract, Commercial Cloud Enterprise (C2E) by dropping software-as-a-service and platform-as-a-service from its scope, according to a Feb. 4 agency announcement. Those services will be acquired through other contracts such as ODNI Enterprise License Agreements or other contract vehicles throughout the intelligence community, according to an announcement on the Intelligence Community’s Acquisition Research Center website.
In November, the CIA had indicated that as part of C2E, platform-as-a-service (PaaS) and software-as-a-service (SaaS) contracts would be used to augment the larger cloud service provider contract.
Bloomberg News reports a draft RFP was released on Feb. 5. The CIA plans to release a final request for proposal in March and make one or more contract awards in September 2020. Work is likely to begin in fiscal 2021, according to the acquisition schedule published to the ARC website in November 2019.
