Army FY 2020 Budget and Contracting Trends

This downloadable report, created by our BGOV industry experts, examined the U.S. Army budget and contracting trends. The U.S. Army is poised for a 7% budget increase in fiscal 2020, which would bring its total funding for the year to about $191 billion, according to details presented at an Oct. 15 Bloomberg Government budget briefing.

Presenting at the event were BGOV Senior Budget Analyst Cameron Leuthy, Senior Defense Analyst Robert Levinson and Senior Reporter Roxana Tiron.

Among the findings:

  • The Army’s research & development budget is the smallest of the three services, but it would receive an 11% boost in FY 2020.
  • The Army’s Information Technology budget would slightly decrease in fiscal 2020, with most of the decrease coming from unclassified programs.
  • General Dynamics Corp. was the top Army IT vendor and Science Applications International Corp. was its top professional services vendor in fiscal 2018.
  • The Army has been responsible for 63% of the Pentagon’s Other Transaction Authority (OTA) contract obligations since fiscal 2016. OTA offers a streamlined process for acquiring R&D and prototyping services.
