• Lawmakers have reached a bipartisan deal to approve a $1 trillion measure needed to fund federal agencies, heading off the threat of a government shutdown. The House will vote on the measure today.
• The Environmental Protection Agency may release a rule as soon as today on curbing mercury and other toxic emissions from power plants that utilities have said puts unnecessary burdens on operators of coal-fired power plants.
• The Pentagon is funded through a stopgap measure, known as a continuing resolution, which expires Friday. More than half of the $1 trillion spending bill the House will vote on today is comprised of the Defense Dept. budget.
