• Federal Reserve Chairman Ben S. Bernanke addresses lawmakers on Capitol Hill today to give his outlook for growth. He may give a progress report on Operation Twist, the central bank’s effort to bring down long-term interest rates, though he’s not likely to announce any new stimulus to boost the world’s largest economy.

A four-day funding law, which cleared the House by unanimous consent last week, expires at midnight.
