BGOV Daybook: Bernanke Speaks to Congress; Stopgap Funding

• Federal Reserve Chairman Ben S. Bernanke addresses lawmakers on Capitol Hill today to give his outlook for growth. He may give a progress report on Operation Twist, the central bank’s effort to bring down long-term interest rates, though he’s not likely to announce any new stimulus to boost the world’s largest economy.

• The House is scheduled to take up measure that would fund the government through Nov. 18. The stopgap funding measure is needed as lawmakers haven’t agreed on any appropriations bills for the new fiscal year. A four-day funding law, which cleared the House by unanimous consent last week, expires at midnight.
